Percy is the illusive head of Division, the covert unit of the government that surreptitiously recruits young and unknowing prison inmates into its cause. He is a tyranical, impulsive leader and show often that he is willing to resort to drastic and undesirable means to ensure the success of his reputation.
History With Division[]
Oversight needed a way to get rid of their enemies and they needed to do it under the radar. They made percy the leader of division, it looks as if he started with regular recruits and then moved to the new recruit system so his agents would be harder to track. He now runs a corrupt and otherwise illegal operation of Division. Oversight (in the episode Pandora) tell him to stop this behavior, yet it is shown that they have little or no power over Percy and the actions of Division.
